Heard the learned counsel on either side.

2.The petitioner wants the petition mentioned application to be processed in accordance with law. When the matter was taken up for hearing, the learned Government Advocate appearing for the respondents informs the court that the petitioner's application has already been returned vide a communication dated 06.02.2019 issued by the second respondent.

3.The learned counsel appearing for the petitioner states that the petitioner would re-present his application after duly complying with all the requirements within a period of one week from the date of receipt of a copy of this order. The second respondent is directed to process the petitioner's application on merits and in accordance with law within a period of three weeks thereafter. 4.This writ petition is disposed of accordingly.
