Heard the learned counsel on either side.

2.The second and third respondents are directed to dispose of the petition mentioned representation on merits and in accordance with law within a period of sixteen weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The second and third respondents shall put the interested persons, if any, on notice before passing final order. It is open to the second and third respondents to pass order one way or the other.
