ORDER

Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for the respondents. 2.All that the petitioner wants is disposal of the petition mentioned appeal. The petitioner is permitted to file a fresh appeal before the first respondent. On receipt thereof, the same shall be disposed of on merits and in accordance with law within a period of sixteen weeks from the date of receipt of a copy of this order. The interested parties will have to be necessarily heard before the final order is passed. I make it clear that I have not gone into the merits of the matter. It is for the first respondent to pass order one way or the other.
