(Order of the Court was made by DR.G.JAYACHANDRAN) The Writ Petition is filed seeking Writ of Certiorarified Mandamus to call for the records of the impugned order dated 16.2.2026 pertaining to the proceedings of the first respondent denying permission to the Petitioner for conducting Vadamadu Manjuvirattu in Melur Village, Rengudikudi Kulam, Kulathur Taluk, Pudukkottai District on the birth day of Former Chief Minister J.Jeyalalitha.

2.The learned Additional Government Pleader appearing for the respondents 1,3 and 4 submits that the village in which permission is sought to conduct Manjuvirattu is not a notified village. Therefore, the District Collector, on receipt of representation, had sought for certain documents to consider the request, but the Petitioner has not furnished those documents. Hence the request for grant of permission to conduct Vadamadu Manjuvirattu was declined.

3.The learned counsel for the Petitioner would submit that the District Administration is permitting the Manjuvirattu for request made by the ruling party and they are only discriminating the request from the opposition party.

4.We are not inclined to go into the political dispute. It is clear and certain that Manjuvirattu event can be conducted only in the notified place and notification is done following certain procedures. Unless the Petitioner undergo the proedure and got permission for conducting Manjuvirattu event, he cannot, as a matter of right seek permission to conduct Manjuvirattu event. 5.With these observations, the Writ Petition stands disposed 3/6

of, with liberty to the Writ Petitioner to undergo the process notifying his village to conduct Vadamadu Manjuvirattu event. No costs.
