ORDER

2.Recording the said submission, this writ petition is disposed of.

3.It is made clear that this Court has not gone into the merits of the matter. The second respondent shall pass orders one way or the other on merits and in accordance with law, after putting the petitioner and all the interested persons on notice. 4.It is further made clear that this Court has not given any positive direction in favour of the writ petitioner. The only direction that is now given is that the petitioner's request would be disposed of. No costs.
