The petitioner challenges the tender Notification dated 09.10.2018. The Writ Petition itself came to be filed only on 26.02.2019.

When the matter was taken up for hearing, the learned counsel appearing for the respondents informed the Court that the contract work has already been executed and that the public are presently using the toilet in question.
