PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the Tender Notification issued by the fourth respondent in Na.Ka.No.144/2025/A1, dated 12.02.2026 and quash the same as illegal, arbitrary and consequently direct the fourth respondent to issue a fresh tender notification strictly in accordance with the procedure established under the Tamil Nadu Transparency in Tender Rules, 2000 within such time frame as may be stipulated by this Court.

The present writ petition has been filed challenging the Tender Notification, dated 12.02.2026 primarily on the ground that they have not granted 15 days of time for submitting the tender forms. 2/5
2. According to the learned counsel appearing for the writ petitioner, the tender notification was made on 12.02.2026, inviting the tenders to be submitted on or before 27.02.2026. However, though the petitioner is a registered contractor, he was sent the tender documents only on 18.02.2026. Therefore, adequate time has not been granted to the writ petitioner or other registered contractors. Hence, the present writ petition has been filed.

The learned Government Advocate appearing for the fourth respondent has received written instructions to the effect that due to server problem the notification could not be uploaded and the registered post were sent only on 17.02.2026. Therefore, it is clear that the statement of the petitioner that he had received the tender forms only on 18.02.2026 is factually correct.
4. The learned Government Advocate appearing for the fourth respondent further submits that they would extend the last date for submission from 26.02.2026 to 05.03.2026. Therefore, tender opening will be made on 06.03.2026. Hence, the petitioner is always at liberty to participate in the tender, if he is so advised.

5. Recording the said submission, this Writ Petition stands disposed of There shall be no order as to costs. Consequently connected Miscellaneous Petitions are closed.
