This writ petition has been filed seeking a direction to the respondents to consider the petitioner's representations dated 10.04.2017, 21.09.2017 and 25.01.2019, taking into account his educational qualification and teaching experience and to promote him to the post of Head of Department of Electrical and Electronics Engineering in any of the Government Polytechnic Colleges. 2.Heard the learned counsel for the petitioner and the learned Government Advocate for the respondents. By consent, the Writ Petition itself is taken up for final disposal at the stage of admission.

3.The petitioner is working as a Lecturer in Electrical and Electronics Engineering Department in the Government Polytechnic College, R.K.Nagar, Chennai. He seeks promotion to the post of Head of the Department of Electrical and Electronics Engineering Department in any of the Government Polytechnic Colleges, under the control of the respondents. In this regard, the petitioner had already given representations dated 10.04.2017, 21.09.2017 and 25.01.2019, and the same are pending before the second respondent without passing any orders. Further, it is submitted that the first respondent is the competent authority to pass orders on the petitioner's representations.

4.Hence, the second respondent is directed to forward the papers to the first respondent, who, in turn, is directed to pass orders thereon, on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed anything on the merits of the matter.

5.This writ petition is disposed of, with the above direction. No costs.
