Heard the learned counsel on either side.
2. All that the petitioner seeks disposal of the petition mentioned proceedings.
3. The Respondent is directed to conclude the proceedings on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order, after putting the petitioner and other interested parties on notice.
4. It is made clear that it is open to the respondent to pass orders one way or the other. This Court has not given any positive direction in favour of the writ petitioner. The only direction that is now given is that the petitioner's request would be disposed of.
