O R D E R

This Writ Petition has been filed seeking the issuance of a Writ of Mandamus directing the first respondent to consider the petitioner's representations dated 25.04.2022 and 16.02.2026 and to issue a natham house site patta in her favour for her house situated in Survey No.517/2, Andakkulam Village, Kulathur Taluk, Pudukkottai District, within such time frame as may be fixed by this Court.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

3. The grievance of the petitioner is that the petitioner's family has been residing in the subject property for more than 70 years, from the time of her father-in-law. The said property is Government poramboke land. The petitioner and her husband are coolie workers and are houseless persons. The petitioner submitted a petition dated 25.04.2022 before the first respondent under the People's Grievance Redressal Forum, seeking Page No. 2 of 5

issuance of a Natham free house site patta. However, no action has been taken so far. Thereafter, the petitioner submitted a representation dated 17.09.2025 to the second respondent in this regard, who forwarded the same to the third respondent vide proceedings dated 23.09.2025. Even thereafter, no action has been taken. Again, the petitioner submitted a petition dated 16.02.2026 before the first respondent under the same People's Grievance Redressal Forum, which also did not evoke any response. Therefore, the petitioner has been constrained to file the present Writ Petition.

4. The learned Government Advocate appearing for the respondents, on instructions, would submit that the petitioner's representations dated 25.04.2022 and 16.02.2026 would be considered and appropriate orders would be passed by the second respondent within a period of sixteen weeks.

5. Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the second respondent to consider the petitioner's representations dated 25.04.2022 and 16.02.2026 and pass appropriate Page No. 3 of 5

orders on its merits and in accordance with law within a period of sixteen weeks from the date of receipt of a copy of this order. The representations shall be disposed of after conducting an enquiry. The second respondent is also directed to provide a reasonable opportunity of hearing to the petitioner and any other interested parties who may be affected by such decision, before passing any order. If the petitioner is eligible for a free Natham house site patta in accordance with the Rules and Regulations, the same shall be issued to her. There shall be no order as to costs.
