PRAYER:- Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the 1st respondent the Inspector of Panchayats, Kanyakumari District to take immediate and appropriate action against the respondents 5 to 7 and to conduct a proper Audit and detailed enquiry into the serious financial irregularities, mismanagement, and manipulation of records committed by the respondents 5 to 7, for the Internal Committee Audit Reports pertaining to the period between 06.01.2020 and 05.01.2025 in Kanyakumari District under provisions of the Tamil Nadu Panchayats Act, 1994 as well as the Tamil Nadu Panchayats (Preparation, Issue and Disposal of Audit Reports of Panchayat Union Councils and District Panchayats) Rules, 2000 and also further directing the said authority to initiate appropriate criminal action and departmental proceedings against the erring officials ie., respondents 5 to 7, who is responsible persons under the aforesaid act and rules.

ORDER
(Order of the Court was made by N.SATHISH KUMAR, J.) This writ petition styled as Public Interest Litigation has been filed seeking a direction to the first respondent to take immediate and 2/6
appropriate action against the respondents 5 to 7 and to conduct a proper Audit and detailed enquiry into the serious financial irregularities, mismanagement, and manipulation of records committed by the respondents 5 to 7 between 06.01.2020 and 05.01.2025 in Kanyakumari District.
2.Mr.J.Ashok, learned Additional Government Pleader, accepts notice for the respondents 1 to 4. In view of the order proposed to be passed in this writ petition, notice to the respondents 5 to 7 is dispensed with.
3.By consent of both parties, this writ petition is taken up for final disposal at the stage of admission itself. 4.The contention of the petitioner is that the private respondents herein are the former officials of the District Panchayat Officer, Kanyakumari District. During their tenure, they have manipulated the audit reports to conceal irregular fund usage by misusing their official power. Hence, the petitioner made several representation to initiate an independent audit and inquiry as against the private 3/6
respondents herein. Since the same were not considered, the petitioner has filed the present writ petition.
5.The learned Additional Government Pleader appearing on behalf of the official respondents, on instructions, submits that the competent authority to consider the grievance of the petitioner is only the District Collector being the Inspector of Panchayat. However, the petitioner till date, has not given any representation to the first respondent/appropriate authority. He would further submit that if any such representation is made, the first respondent will consider the same on merits and in accordance with law.
6.Heard the learned counsel appearing on either side and perused the materials placed on record.
7.Admittedly, though the petitioner has made allegations as against the District Panchayat Office Officials, he has not given any representation to the Inspector of Panchayats. In view of the same, the petitioner is directed to submit a proper representation to the first respondent within a period of one week from the date of receipt of a copy 4/6
of this order. On such representation being made, the first respondent is directed to consider the same on merits and in accordance with law as expeditiously as possible.
8.With the above direction, this writ petition is disposed of. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.
