ORDER
The learned Counsel for the Petitioner submits that the Petitioner had filed this Petition seeking Writ of Certiorarified Mandamus to call for the records regarding the rejection of the Petitioner's representation dated 02.03.2024, to quash the same and to direct the Respondents 1 and 2 to grant the permission and protection to conduct the cultural programme, Aadal Paadal programme on 10.03.2024 at 7.00 pm to 11.00 pm in connection with 'Masi Thiruvizha' in Arulmigu Sri Nai Nathan Karupusamy Kovil at Kattanipatti Village, Sivagangai Taluk, Sivagangai District and to extend the police protection. 2.It is the contention of the learned Counsel for the Petitioner that the Petitioner had been conducting the programme every year. Last year also, he had conducted the programme. This year, the second Respondent had rejected the representation of the Petitioner dated 02.03.2024. 2/5
3.The learned Government Advocate (Crl.side) on instructions of the second Respondent would submit that it was only a formal rejection. The second Respondent is ready to consider the request of the Petitioner, if the Petitioner files fresh representation as per the circular of the Director General of Police, Head of State Police Force, Tamil Nadu, Chennai-4, issued in Rc.007301/Genl.I(1)/2019, dated 09.04.2019.
4.Considering the submission of the learned Counsel for the Petitioner and the learned Government Advocate (Crl.side), the Petitioner is directed to give fresh representation to the second Respondent today itself. On receipt of such representation, the second Respondent is directed to consider the same today itself in the light of the circular of the Director General of Police, Head of State Police Force, Tamil Nadu, Chennai-4, issued in Rc.007301/Genl.I(1)/2019, dated 09.04.2019. The Petitioner as Organizer of the event shall pay necessary charges as per the circular of the Director General of Police, Head of State Police Force, Chennai-4, issued in Rc.No.193784/PAC-2/2017, dated 19.03.2019 for police protection.
