Heard the learned counsel appearing for the writ petitioners and the learned Additional Government Pleader appearing for the official respondents.

2.The third respondent is directed to number the petitioners' appeal and hold enquiry and pass final order on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. The third respondent shall put on notice all interested parties including the private respondents herein before passing final order. I make it clear that I have not gone into the merits of the matter.

3. This writ petition is disposed of accordingly. There shall be no order as to costs.
