Heard, Mr.V.Manikandan, learned counsel appearing for the petitioner and Mr.N.Muthu Vijayan, learned Special Government Pleader appearing for the respondents No.1 to 2.

The writ petition is not maintainable, particularly, since the very same relief had been granted by the Division Bench of this Court in WP(MD)No.22541 of 2022, by order, dated 26.09.2022, wherein, a direction has been issued to conduct enquiry after issuance of notice to everyone, who are concerned. The petitioner claims to be one of the party so concerned. This Court cannot pass a separate order. The order of the Division Bench, is also binding on the petitioner.
