2. Issuance of notice to the private respondents is dispensed with.

3. The petitioner is the President of the local body. She alleges that certain individuals are interfering with the fishery right granted for the local body. The learned Additional Government pleader points out that successful bidder(R5) has not raised any complaint. The writ jurisdiction cannot be invoked to resolve the dispute with the local body and the private respondents. The petitioner has to go elsewhere. With this liberty to the petitioner, this writ petition stands dismissed. No costs.
