The Joint Commissioner/Executive Officer, Arulmighu Thandayuthapani Swami Thirukovil, Palani, is suo motu impleaded as the second respondent. Mr.Muthu Geethaiyan, learned counsel takes notice for the first respondent, while Mr.V.R.Shanmuganathan, learned Standing counsel takes notice for the second respondent.
2. The petitioner wants to perform "Annathanam" on 01.04.2019 between 01.30 p.m. and 3.30 p.m. at the first respondent Madam.
3. I am of the view that the petitioner can very well be permitted to do so. But then, it is submitted by the learned counsel appearing for the respondents that cooking is not allowed to https://hcservices.ecourts.gov.in/hcservices/
be done in the uphill. Therefore, the petitioner is permitted to take food packets for distribution to pilgrims and devotees. It is also open to the respondents herein to issue proceedings to ensure the cleanliness of the place and for the smooth conduct of the event. The second respondent is directed to permit the petitioner to use the Winch facility for transporting food packets of course on payment of appropriate cost.
