3. The first respondent shall conclude the proceedings on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. All the interested parties shall be put on notice before passing final order. This writ petition stands disposed of accordingly. No costs.
