ORDER
Heard the learned counsel for the petitioner and the learned Government Advocate for the official respondents. The sixth respondent has been served and his name is printed in the cause list but he has not chosen to enter appearance to oppose the writ prayer.
2.It is beyond dispute that the Revenue Divisional Officer, Kodaikanal has passed the impugned order dated 20.09.2019 adverse to the petitioner but without putting the petitioner on notice. On this ground of violation of principles of natural justice, the impugned proceedings stand set aside. The matter is remitted to the file of the fourth respondent to pass order afresh on 2/4
merits and in accordance with law. The fourth respondent will issue notice to all the interested parties before passing final order. I make it clear that I have not gone into the merits of the matter.
