************ [Order of the Court was made by D.KRISHNAKUMAR, J.] This Writ Petition has been filed seeking to quash the impugned order passed by the fourth respondent in his proceedings Na.Ka.No.01/Kottampatti Ps-MD/2024 dated 02.03.2024 and for a consequential direction to the first respondent to permit the petitioner to conduct Manjuvirattu Event which is scheduled to be 2/6
conducted on 15.03.2024 at about 09.00 a.m. to 04.00 p.m. & Sri Valli Thirumana Nadagam which is scheduled to be conducted on 15.03.2024 at about 10.00 p.m., onwards during the Pongal Urchavam festival in Sri Muthupidari, Sri Mudimalaiyandi, Sri Veppilai Karuppu Swamigal situated at M.Vellaripatti, Manappacherri Post, Melur Taluk, Madurai District. 2.Heard Mr.A.Balaji, learned Counsel appearing for the petitioner, Mr.P.Thilak Kumar, learned Government Pleader appearing for the first respondent and Mr.S.S.Madhavan, learned Government Advocate [Crl. Side] appearing for the respondents 2 & 4.
3.According to the learned Government Pleader, under 'the Prevention of Cruelty to Animals Act, 1960' [hereinafter 'the Act' for brevity], regulations have been made and SOP is also framed by the State Government for regulating this Jallikattu and Manjuvirattu and other events.
4.In the light of the aforesaid provisions of the Act, the Government has to issue a notification granting permission for conduct of Jallikattu and Manjuvirattu or any other events in specified places. Since the Government has not issued any notification for the village in question, we are of the view that the 3/6
petitioner is not entitled for seeking the said prayer to conduct Jallikattu or Manjuvirattu or any other events. It is for the petitioner to approach the Government to seek for any notification, notifying their village to conduct the aforesaid events. 5.With the aforesaid observation, this Writ Petition stands dismissed.
