When the matter was taken up for hearing, the learned Government Advocate appearing for the respondents submitted that the first respondent will pass orders on the petition mentioned representation on merits and in accordance with law after hearing the third respondent as well as the petitioner within a period of eights from the date of receipt of a copy of this order. It is made clear that this Court has not gone into the merits of the matter. It is for the first respondent to pass orders one way or the other.
