When the matter was taken up for hearing, the learned Government Advocate appearing for the respondents submitted that the petition mentioned appeal will be disposed of by the first respondent after putting notice to all the interested persons within a period of twelve weeks from the date of receipt of a copy of this order. It is made clear that this Court has not pronounced anything on the merits of the matter and the rights of the writ petitioner are left open. It is open to the first respondent to pass order one way or the other.
