ORDER

The learned Counsel for the Petitioner submitted that the Petitioner had filed this Writ Petition seeking to quash the order dated 05.03.2024, passed by the second respondent, pertaining to the time allotted till 10.00 p.m., and also seeking extension of time slot for conducting the "Panguni Uthiram Festival" in the temple namely "Sri Subiramaniya Swamy Temple, Aathanakottai Village, Orathanadu Taluk, Thanjavur District on 23.03.2024 to 25.03.2024. The Petitioner's representation was considered favourably by the second Respondent insisting time slot till 10 p.m only.

2. It is the contention of the learned Counsel for the Petitioner that the event, namely Valli Thirumana Naadagam is scheduled to be held on 25.03.2024. It is the contention of the learned Counsel for the Petitioner that the Valli Thirumana Naadagam has to be conducted continuously for about 8 hours and it will take upto 12 a.m. or beyond that, it cannot be split up. Without considering the fact that Valli Thirumana Naadagam has to be conducted for about 8 hours, the Respondents cannot insist the time till 10 p.m. Hence, the Petitioner approached this Court seeking extension of time to conduct the events.

Considering the order passed by the second Respondent curtailing the time till 10 p.m., each of the members of the organizing committee shall give an undertaking to the second Respondent that they are responsible for any incidents and they are responsible for the safety of the people who attend the event. They shall also engage youth of the village as volunteers for providing security for safety of the people, devotees who attend the Panguni Uthiram Festival and also take part in the Valli Thirumana Naadagam. Accordingly, the time slot of the event viz., Valli Thirumana Naadagam, is extended beyond 10 p.m upto 12 a.m or beyond that. If there is any violation or any untoward incident, the Respondent Police shall stop the events.
