Heard the learned counsel on either side.
2.This petitioner seeks a direction for police protection to survey his land. Even according to the petitioner, one Muthiah and Indurani are objecting to the proposed survey. In fact in the complaint filed by the petitioner before the Inspector of Police, Vaiyampatti Police Station they are shown as respondents. Therefore, the petitioner is obliged to make them as parties in this writ petition also. The petitioner wants to have an order behind the back of rivals. This Court cannot approve such conduct.
