Side) Prayer: To issue a Writ of Mandamus, directing the respondents 1 to 3 for permit the petitioner to conduct Kummikottu in front of the Arulmigu Manicka Nachaiamman Temple situate at Nerkuppai Village by considering the representation of the petitioner dated 20.02.2026.

This writ petition has been filed to issue a Writ of Mandamus, directing the respondents 1 to 3 for permit the petitioner to conduct Kummikottu in front of the Arulmigu Manicka Nachaiamman Temple situate at Nerkuppai Village by considering the representation of the petitioner dated 20.02.2026.

2. It is seen that, last year, the objectors, namely Chinnaiya and three others, filed a writ petition in W.P.(MD) No. 5443 of 2025, and this Court, vide order dated 03.03.2025, rejected the objectors' claim and allowed the petitioner to conduct the Kummikottu. The relevant portion is extracted hereunder: '5. Considering the prayer of the petitioner and recording the fact that already the representation of the petitioner was considered by the official respondents and the same was closed by advising the parties to seek appropriate remedy before the Civil Court and also the submission of the sixth respondent that they have not restrained the petitioner from participating in the events, this Writ Petition is closed. There shall be no order as to costs. Consequently, the connected miscellaneous petition is closed'.

3. The petitioner claims that such a Kummikottu has been celebrated from 1996 onwards, for which he has enclosed certain photographs. 2/4

4. Considering the same, the respondents are directed to permit the petitioner to conduct the Kummikottu, and anyone may participate in the Kummikottu. There shall be no discrimination. The respondents may impose applicable conditions.

5. With these directions, this writ petition is disposed of. No Costs.
