PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the first respondent to constitute a festival committee headed by an officer of the Hindu Religious and Charitable Endowments Department to conduct "Puravi Eduppu" festival without any caste discrimination at Sri Nandhi Perumal temple situated in Thaniyamangalam Village, Melur Taluk, Madurai District on 14th and 15th May 2019 or on any other future date within the time stipulated by this Court.

The Assistant Commissioner, Hindu Religious Charitable and Endowments Department, Madurai District, is suo motu impleaded as eighth respondent in the Writ petition. Mr.M.Rajarajan, learned Government Advocate takes notice for the impleaded respondent.
2. The Writ petition pertains to conduct of the petition mentioned celebration at Sri Nandhi Perumal temple in Thaniyamangalam Village, Melur Taluk, Madurai District. The petitioner has already given a representation dated 25.03.2019 in this regard to the various authorities. The eighth respondent has already issued proceedings dated 15.05.2018 in this regard. Therefore, the eighth respondent is directed to consider the same, after putting the sixth respondent on notice.
