... Respondents PRAYER : Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus, calling for the records relating to the impugned order passed by the Respondents in their proceedings in Na.Ka.No.1140/A1/2019 dated 09.04.2019 and Na.Ka.No.10/BC/2019 dated 09.04.2019 and quash the same.
For Petitioner :
Mr.M.A.M.Raja For Respondents :
Mrs.Srimathy Special Government Pleader
O R D E R
(Order of the Court was made by S.S.SUNDAR, J.) By the impugned circulars, all private Matriculation Schools in the State have been directed not to conduct coaching classes or Training or Special Classes for the students during the summer vacation.
2. The grievance of the petitioner is that several schools are conducting coaching classes for competitive examinations for students who have written 11th standard exam or students who have completed 12th standard and the same is prevented by the impugned circular. It is the further grievance of the petitioner that the https://hcservices.ecourts.gov.in/hcservices/
students would be now compelled to knock the private coaching centres to get themselves ready for facing competitive examinations like NEET, IIT Entrance Examinations etc.,
3. The learned Special Government Pleader appearing for the respondents has produced a letter from the Director of Matriculation Schools dated 15.04.2019. From the letter, it is seen that the impugned circular is only advisory. It is further stated that there is no directive to the Schools not to conduct coaching classes for NEET, IIT etc. From this, it is evident that the respondents are not keen in prohibiting the schools from conducting coaching classes for NEET and other competitive examinations, like, IIT Entrance Examination for the students who are studying 11th standard or completed 12th standard.
4. Recording the above submissions, this Writ Petition is disposed of, with the observation that the impugned circular need not be interpreted as one prohibiting the private schools from conducting coaching classes for NEET or IIT or other competitive examinations for the students who have been completed 11th standard or who have completed 12th standard. No costs. Consequently, connected Miscellaneous Petitions are closed.
