Respondents PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondent No.4 to strictly obey the terms and conditions without any deviations, including the festival invitation printing issues which dealt in the orders of continuous law and order peace meetings held in Tashildar Office, Peravurani (vide the proceedings of Na.Ka.08/2022/Aa6 dated 16.03.2022) and RDO Office in Pattukottai (vide the proceedings of Na.Ka.03/2021/Aa3 dated 26.03.2022) to celebrate the Chithra Pournami Festival of Arulmigu Neelakanda Pillayar Thirukovil, Nagaram, Peravurani Taluk, Thanjavur District without any hindrances and arbitrary activities of the B-group parties (Few people of Sankaran Vagaiarass) of the above law and order peace meeting within the time limit that may be stipulated by this Court. ORDER

This writ petition has been filed seeking mandamus to direct the respondent No.4 to strictly obey the terms and conditions without any deviations, including the festival invitation printing issues which dealt with in the orders of continuous law and order peace meetings held in Tashildar Office, Peravurani (vide the proceedings of Na.Ka.08/2022/Aa6, dated 16.03.2022) and RDO Office in Pattukottai (vide the proceedings of Na.Ka.03/2021/Aa3, dated 26.03.2022) to celebrate the Chithra Pournami Festival of Arulmigu Neelakanda Pillayar Thirukovil, Nagaram, Peravurani Taluk, Thanjavur District without any hindrances and arbitrary activities of the Bgroup parties (Few people of Sankaran Vagaiarass) of the above law and order peace meeting.

2.The petitioner is staying at Peravurani. There is one Arulmigu Neelakanda Pillayar Thirukovil situated at Nagaram in Peravurani Taluk, Thanjavur District. The Chithra Pournami festival is celebrated every year with all holiness. The prominent members of the villagers were divided in groups and contributed to the temple festival by their own. The petitioner was in one of the groups. When all are making preparation for the celebration, to the shock of the petitioner that the Executive Officer was taking steps to print the name of the important members along with Hereditary Trustee and also villagers. This created disharmony between two groups in the village. Therefore, a Peace Committee Meeting was conducted on 16.03.2022.

In the Peace Committee Meeting, it was resolved, wherein, the Hereditary Trustee namely, Ganesan Sankaran Vagayaraakal and Kuppamuthu Sankaran Vagayaraakal along with the other villagers to conduct the festival. Further, it was decided that as followed previously, no individual name to be printed in the invitation card and the previous format to be followed and it was recorded in the Peace Committee Meeting, dated 22.06.2021. 3.The learned Government Pleader appearing for the respondents 1 to 3 submitted that it is a Hereditary temple managed by the fourth respondent/ the Executive Officer and Hereditary Trustees. The Trustee agreed that custom will be followed, as per the Peace Committee Meeting conducted in the year 2021. Due to corona pandemic, the festival could not be conducted from the year 2019.

After two years, the festival was conducted and at that time, there was some disharmony. He further submitted that there was some objection with regard to the printing of the individual name. Thereafter, it got resolved in the Peace Committee Meeting and earlier practise of printing the individual's name in the invitation card in the name of the villagers to be followed. Further, he submitted that no such invitation is printed, as alleged by the petitioner, for the present function.

4.Considering the same, it is found that this petition is filed on mere apprehension and as per record, the Peace Committee Meeting, 2/3

dated 16.03.2022, the previous procedure to be followed. Hence, this petition is disposed of. No costs.
