ORDER
The present writ petition has been filed to quash the order in C.No. 07/SPS/DVK/25 dated 04.03.2025 passed by the 2nd respondent and consequently to grant permission and protection for conducting Adal Padal Programme scheduled to be held on 10.03.2025 from 06.00 p.m., to 10.00 p.m., in connection with Thiruvizha Arulmigu Shri Somasundareshwarar Sowndharanayagi Amman Thirukovil, Kallal Village, Sivagangai District.

According to the petitioner, he is the devottee of Shri Somasundareshwarar Sowndharanayagi Amman and the villagers have decided to conduct festival for the said temple on 10.03.2025 and also decided to conduct cultural programme on 10.03.2025. Seeking permission, they have sent a representation to the 2nd respondent on 2/6
04.03.2025 and the same was declined by citing the reason that there is a possibility for law and order problem.
3.Since Adal Padal Programme itself is a cultural programme, it cannot be restrained by citing law and order problem. Therefore, the order of the 2nd respondent is liable to be quashed. The petitioner also undertakes to conduct cultural programme without any law and order problem and without any obscene act. 4.The learned Additional Public Prosecutor appearing for the respondent police would submit that they have received the representation of the petitioner, dated 04.03.2025 and due to law and order problem, they rejected the representation of the petitioner for conducting Adal Padal Programme. Now the petitioner undertakes to conduct the cultural programme without creating any law and order problem, therefore, this Court may pass appropriate orders.
5. This Court had heard both sides and perused the materials available on record.

6.According to the petitioner, the villagers have decided to conduct Adal Padal programme on 10.03.2025 and in that regard, they sought permission before the 2nd respondent and the same was rejected on the ground of law and order problem. Now, the petitioner also undertakes to conduct cultural programme without any law and order problem and without any obscene act.
7.Since the Adal Padal programme is a cultural programme and the respondent police also not cited any valid reason to reject the request of the petitioner except citing the law and order problem, this Court is inclined to grant permission to the petitioner to conduct Adal Padal Programme in a peaceful manner without any law and order problem and without any obscene act, by setting aside the impugned order, dated 04.03.2025. The 2nd respondent is directed to monitor the said Adal Padal Programme and ensure the peace and law and order during the programme. If any deviation is committed by anyone, the 2nd respondent shall take appropriate action in accordance with law. 4/6
8. With the above said directions, this writ petition stands disposed of. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
