2. The second respondent is directed to receive the petitioner's application. If according to the second respondent survey cannot be conducted, an appropriate order to that effect shall be passed containing clear reasons. The petitioner shall be informed, thereafter. Only then the petitioner can move this Court again.

3. With this direction to the second respondent, this writ petition stands disposed of. No costs.
