Heard the learned counsel on either side.

2.The petitioner is owning lands in Seelayampatti Village in Theni District. He is also having lands in Veepampatti Village. The petitioner had planted 650 coconut saplings in Veepampatti Village. The petitioner is taking water from his land in Seelayampatti Village to Veepampatti village. 3.The petitioner's counsel states that he is not using water for any commercial purpose. However, he is using water only for agricultural purposes. The water is being transported from his land in one Village to his land in another village. But then, the pipes are being damaged by certain unknown miscreants. In this regard, the petitioner has given a complaint on 14.05.2020. On account of lock-down, the petitioner is not in a position to personally visit the police station.
