BEFORE THE MADURAI BENCH OF MADRAS HIGH COURT DATED : 17.03.2023
CORAM
THE HONOURABLE MR.JUSTICE G.R.SWAMINATHAN and W.M.P.(MD)Nos.5193 and 5195 of 2023 M.Lingaraj ... Petitioner Vs.
1.The Chairman, Tamilnadu Uniformed Services Recruitment Board, Old Commissioner of Police Office Campus, Pantheon Road, Egmore, Chennai - 08.
2.The Chairman, Sub Committee, Virudhunagar Centre, Tamilnadu Uniformed Services Recruitment Board, Virudhungar.
... Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records in connection with the impugned Disqualification Slip issued by the 2nd respondent dated 08.02.2023 and quash the same as illegal, consequently direct the respondents to permit the petitioner to participate in the next level selection process such as Physical Efficiency Test in TNUSRB combined 1/6
recruitment for the post of Grade-II Police Constables, Grade-II Jail Warder and Fireman-2022.
For Petitioner : Mr.A.Rajaram For Respondents : Mr.Veerakahiravan, Addl. Advocate General, Mr.K.Balasubramani, Spl. Government Pleader.
ORDER
Heard the learned counsel for the writ petitioner and the learned Additional Advocate General assisted by the learned Special Government Pleader for the respondents.
2.The petitioner is an aspirant for the post of Grade II Police Constable. He applied in response to the recruitment notification issued by the first respondent board. The petitioner seeks consideration under sports quota. Since his request for consideration under sports quota was not accepted and the impugned disqualification slip was issued, the present writ petition came to be filed.

3.The learned counsel for the petitioner reiterated all the contentions set out in the affidavit filed in support of the writ petition and called upon this Court to set aside the impugned disqualification slip and allow the writ petition as prayed for. He also would strongly contend that the game Circle Kabadi and Kabadi are one and the same.
4.I do not for a moment wish to enter into the controversy as to whether Circle Kabadi in which the petitioner appears to have played is equivalent to regular kabadi. The issue can decided on another ground as pointed out by the learned Additional Advocate General. The learned Additional Advocate General draws my attention to annexure VI which contains the list of sports bodies recognized by sports development authority of Tamil Nadu, Tamil Nadu Olympic Association and Indian Olympic Association, which alone are competent to issue Form II certificates. Tamil Nadu State Amateur Kabbadi Association is entitled to issue such Form II certificates. However, the petitioner had obtained Form II certificate from Tamilnadu Circle Kabaddi Association. It is not one of the recognized sports associations set out in Annexure VI. Therefore, the respondents rightly declined to consider the petitioner under sports quota. No interference is warranted and the writ petition 3/6
stands dismissed. No costs. Consequently, connected miscellaneous petitions are closed.
