Respondents Petition filed under Article 226 of the Constitution of India, Praying this Court to issue a Writ of Mandamus, directing the 1st and 2nd respondents to take appropriate action and restrain the 3rd respondent from constructing and installing the new water tank in front of petitioner's house situated in Door No.18/18-5/B, Uchimahakaliamman Street, Thirupuvanam, Sivagangai District blocking the ingress and egress to the above said house by considering petitioner's representation dated 20.05.2020. TO M/s.MR.S.VIJAYAKUMAR (Enroll No.922/2011) 51, Law Chambers, Madurai Bench of Madras High Court, Madurai (Mobile No.9444879024) Therefore, you namely M/s.MR.S.VIJAYAKUMAR, Advocate Commissioner is directed as follows;

1.to actually inspect the place, to get photographs and to find out whether the present construction work of the new water tank will actually obstruct the ingress and egress of the house of the petitioner.

2.to enquire, the respondents that they would move the construction by 3 ft.

3.to conduct the inspection in the presence of the petitioner, Bharathi, W/O.Pandi, and also the third respondent, V.Chandrakala, The Exucutive Officer, Thiruppuvanam Town Panchayat, Sivagangai District / her officials 4.You are further informed that the initial remuneration for the Commissioner is fixed as Rs.5,000/-(Five Thousand only)and any other expenses incurred by the Advocate Commissioner may also be borne by the petitioner herein.

5.The report may be forwarded through e-mail to the Registrar Judicial, Madurai Bench of Madras High Court, Madurai on or before 15.06.2020.
