The petitioner has challenged the show cause notice dated 11.12.2025 issued by the first respondent.

2. By the said show cause notice dated 11.12.2025, the petitioner has been called upon to submit a suitable explanation with regard to the adverse remarks made by the third respondent. The petitioner, instead of appearing before the first respondent, has rushed to this Court contending that he is entitled to reissuance of a passport and that the show cause notice issued by the first respondent is without authority of law.

4. On police verification, it was noticed that there were adverse remarks against the petitioner made by the third respondent. In that regard, the show cause notice was issued by the first respondent calling upon the petitioner to submit his explanation. Instead of appearing before the first respondent and submitting his explanation, the petitioner has filed the present Writ Petition.

5. A show cause notice can be challenged only if it is issued without authority of law or if any precipitate action is taken pursuant to the same. In the present case, the petitioner has approached this Court at a premature stage.

Accordingly, the Writ Petition is disposed of, preserving liberty to the petitioner to appear before the first respondent within a period of fifteen days from the date of receipt of a copy of this order. If the petitioner appears before the first respondent and submits his explanation, the first respondent shall consider the same and process the petitioner's application for reissuance of passport in accordance with law. 3/6
