O R D E R
This Writ petition is filed for issuance of a Writ of Mandamus, to direct the second respondent to give permission with protection to conduct the cultural function Aadal-Padal at Temple Stage in connection with the Chithirai Festival of Arulmigu Sri Pidari Iyathammal Temple, Ponnanoor, Kulamangalam, Thirumayam, Pudukkottai District, scheduled on 06.05.2018 at about 07.00 p.m, to 12.00 a.m. based on the petitioner's representation dated 18.04.2018.

The learned counsel appearing for the petitioner submitted that the villagers jointly decided to conduct "Adal Padal" Programme on 06.05.2018 at about 07.00 p.m, to 12.00 a.m., in temple namely, Arulmigu Sri Pidari Iyathammal Temple, Ponnanoor, Kulamangalam, https://hcservices.ecourts.gov.in/hcservices/
Thirumayam, Pudukkottai District. He further submitted that in this connection, a representation was given to the second respondent on 18.04.2018, with a request to grant permission and protection to conduct the programme on the above said date. However, the respondent police has not yet considered the said representation and hence, the petitioner is before this Court with this Writ Petition.
3. The learned Government Advocate appearing for the respondents submitted that conducting 'Adal Padal' Programme creates disturbance to public peace and also creates law and order problem. He further submitted that so many unwanted and bad activities took place and hence, he prayed for dismissal of this petition.
4. Heard the learned counsel appearing for the petitioner and the learned Government Advocate appearing for the respondents.
5. There is no custom or tradition or ritual to organise 'Adal Padal' Programme in any religious festivals. Religious festivals are meant to upgrade the mankind and to make cordiality and harmony between the villagers. But by conducting this 'Adal Padal' Programme that too at midnight so many unwanted activities are taking place which causes law and order problem in the village. As 'Adal Padal' Programme are not customary in any religion, as this programme are not our traditional programmes and as this programmes causes law and order problem, this Court is not inclined to grant any permission for this programme. Accordingly, this Writ Petition is dismissed. No costs.
