ORDER

2.The petitioner seeks issuance of community certificate for his daughter.
3.We permit the petitioner to submit a fresh application to the first respondent within a period of two weeks from the date of receipt of a copy of this order. On receipt thereof, the first respondent is directed to consider the petitioner's application, hold enquiry and pass final order on merits and in accordance with law within a period of two months thereafter. We make it clear that we have not gone into the merits of the matter.
