2. Mr.M.Mohammed Zamil, learned Counsel, accepts notice for the first respondent and he submits that the first respondent is the contesting party and has no serious objection to the petition being allowed.

Being satisfied with the reasons assigned in the application and considering the nature of issue involved in this case and also considering the fact that the first respondent has not raised serious objection, this Court is inclined to allow this petition. Hence, the delay is condoned and this petition is ordered.
