ORDER

Heard the learned counsel appearing for the writ petitioner and the learned Government Advocate appearing for the first respondent. Considering the nature of relief to be granted, issuance of notice to the respondents2 to 6 is dispensed with.

2.The petitioner seeks to direct the first respondent to complete the petition mentioned proceedings.

3.The first respondent is directed to dispose of the same on merits and in accordance with law within a period of four months from the date of receipt of a copy of this order. The interested parties including the 2/4

private respondents herein will have to be necessarily heard before the final order is passed. I make it clear that I have not gone into the merits of the matter. It is for the first respondent to pass order one way or the other.

4.The writ petition is disposed of accordingly. There shall be no order as to costs.
