PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus, to call for the records relating to the Tender summary report uploaded by the second respondent on 27.02.2026, relating to work covered in tender Notice in tender reference No.A4/4221855/2025 and quash the rejection of petitioner's technical bid as illegal and arbitrary and in consequence thereof, to direct the second respondent to consider the bid submitted by the petitioner as eligible and further process the same for further evaluation both the technical and financial.

The petitioner challenges the Tender Summery Report dated 27.02.2026 uploaded by the second respondent, whereby the petitioner's technical bid has been rejected on the ground that the original notarised affidavit had not been uploaded/produced the 2.Mr. S.S. Madhavan, learned Additional Government Pleader, who accepts notice on behalf of the respondents 1 and 2, on instructions, submitted that the petitioner's technical bid would be reconsidered if the 2/4

petitioner furnishes the original notarised affidavit. The said submission is placed on record.

3. In view of the above submission, the second respondent is directed to process and reconsider the petitioner's technical bid, subject to the petitioner furnishing the original notarised affidavit on or before 04.03.2026 at 04.00 pm.
