ORDER

Heard the learned counsel on either side.

2.The petitioner is permitted to submit a fresh representation to the third respondent. Upon receipt thereof, the third respondent is directed to dispose of the same on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The third respondent shall put the interested persons, if any, on notice before passing final order.
