Heard the learned counsel on either side.

2. The Government of India has implemented two schemes for providing high speed network connectivity of educational and research institutions in India. They are NMEICT project under which MHRD covered private/Government Educational Institutes and NKN Projects under Ministry of Electronics and Communication and Information Technology, covered research and Educational Institutes in India. The petitioner is a deemed University. It approached respondents 2 and 3 in this regard and since no action was taken, this Writ petition has been filed.

3. When the matter was taken up for hearing, the learned Central Government Standing counsel informs this Court that it is the first respondent Ministry that has to grant approval based on which respondents 2 and 3 can provide the connectivity sought for. The petitioner's counsel states that he would submit a fresh application to the first respondent within a period of two weeks.

4. The first respondent shall consider the petitioner's application and dispose of the same on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.
