Heard both sides.

2. It is seen that the third respondent has submitted a petition before the second respondent. The petitioner apprehends that the second respondent is biased and will pass an order in favour of the third respondent.

3. This Court cannot direct the first respondent to appoint some other officer. The second respondent is the competent authority and unless specific materials are placed before this Court, this Court will not be justified in giving any direction. However, the second respondent is directed to hear the petitioner before passing any order. The second respondent may not take things personally. Merely because the petitioner has filed this petition, that need not prejudice the mind of the second respondent herein. I would call 2/4

upon the second respondent to act impartially in the matter.
