Respondents PRAYER: Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned Government Order in G.O.Ms.No.90 Handlooms, Handicrafts, Textiles and Khadi (G1) Department, dated 30.04.2018 and the consequential impugned Government Order in G.O.Ms.No.139 Handlooms, Handicrafts, Textiles and Khadi (G1) Department, dated 19.07.2018 on the file of the respondent No.1 and impugned order in letter No.3663/G1/2018 - 5 on the file of the respondent No.1 dated 03.08.2018 and quash the same as illegal in so far as not including the petitioner's name in the panel for promotion to the post of Deputy Director of Sericulture and consequently for a direction, directing the respondent No.1 to promote the petitioner in the post of Deputy Director of Sericulture in the existing vacancy at Madurai by way of restoring the original seniority of the petitioner within the time period stipulated by this Court.
