Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorari, to call for the records relating to the impugned notification No.4 of 2014 dated 14.02.2014 and quash the same. ORDER
The recruitment notification No.4/14 dated 14.02.2014 is sought to be quashed in the present Writ Petition. 2.The notification, which is enclosed in the typed set of papers, states that the recruitment is conducted for appointment to the post of District Educational Officer in the Tamil Nadu School Educational Service.
The educational qualification prescribed for appointment to the post of District Educational Officer as per the notification, is enumerated as under:- "B.Educational Qualification (as on 14.02.2014) Candidates should possess the following or its equivalent qualification awarded by an University or Institution recognised by the University Grants Commission for the purpose of its grants.
Name of the Post Qualification For both, Open Market candidates and Teachers employed in recognised Aided Secondary Schools or Higher Secondary Schools:
1.Master's Degree of any University in the State of Tamil Nadu or a Degree of equivalent standard with not less than 50% of Marks in the Master's Degree Examination in any one of the following subjects:- Tamil, English, Mathematics, Physics, Chemistry, Zoology, Botany, History & Geography District Educational Officer (Provided that a candidate possessing a Degree of M.A or M.Sc or an equivalent degree awarded under the grading system shall not be considered eligible for appointment unless he has obtained the said degree with " O" or " A" or " B"
Grade).
AND 2.B.T. Or B.Ed. Degree of any university in the State of Tamil Nadu or a degree of equivalent standard.
AND 3.Must have studied Tamil under Part-I or Part-II of the Intermediate or PreUniversity or Higher Secondary Course.
3.Admittedly, the writ petitioner acquired educational qualification of M.Sc., B.Ed., and M.Sc., degree in the subject of Agricultural Discipline. M.Sc.,Agriculture is not an eligible qualification for the post of appointment to the post of District Educational Officer.
4.In view of the fact that the writ petitioner is not qualified in accordance with the educational qualification prescribed in the impugned recruitment notification, the rejection of the candidature of the writ petitioner is in accordance with the notification and there is no infirmity as such. Thus, the writ petitioner has not established any acceptable ground for the purpose of granting relief as such sought for in the present Writ Petition. This apart, the process of selection had already been completed long back and the selected candidates were appointed and serving in the department.
5.With these observations, this Writ Petition stands dismissed. No costs. Consequently, connected miscellaneous petitions are closed.
