ORDER
Heard both sides.
2.The stand of the respondents is that after submitting an online application and taking token, the petitioner did not appear in person to present the original document.
3.The petitioner therefore has to submit a fresh online application and after obtaining token, appear in person and present the document. As and when such a document is presented, the second respondent has two courses of action open to him. Either the document must be registered and released or refusal check slip containing proper reason must be given.
4.With this liberty to the petitioner and direction to the second respondent, this writ petition is disposed of. There shall be no order as to costs.
