2. By consent, the writ petition itself is taken up for final hearing.

3. The petitioner has come up with the present writ petition for a mandamus, to direct the second respondent to consider the petitioner's representation dated 28.07.2017.

4. Considering the limited scope of the matter, without expressing any opinion on the claim made by the petitioner, I direct the second respondent to consider the representation of the petitioner, dated 28.07.2017, on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order, by giving personal opportunity of hearing to the petitioner.
