2.By consent of both parties, the writ petition itself is taken up 'for final disposal'.

3.From the records, it is seen that the disciplinary proceedings in question were initiated in the year 2014. It is more than four years, the disciplinary proceedings have not been completed. The Enquiry report has been filed on 15.06.2016 and the petitioner has submitted his further representation also on 18.08.2016.

directing the first respondent to complete the disciplinary proceedings and pass final orders thereon, on or before 10.02.2019. No costs.
