O R D E R

The Writ Petition has been filed to direct the respondents to consider the petitioner's representation dated 17.02.2026 and consequently direct the 3rd respondent to issue the patta in Survey No.81/1A to an extent of 980 sq ft Thanakkankulam Village, Madurai District within the time frame stipulated by this Court.

2. The learned counsel for the petitioner submitted that the petitioner purchased the property from M. Duraipandi through a registered sale deed bearing Doc. No. 3729 of 2014, dated 04.06.2014, in Survey No. 81/1A, measuring an extent of 980 sq. ft. It was further submitted that the said survey number had been subdivided into several plots and sold to multiple persons, all of whom have obtained patta. Therefore, the petitioner is seeking transfer of patta in his name.

3. The learned Additional Government Pleader submitted that the survey has to be conducted thereafter patta would be issued.

Considering the facts and circumstances of the case, this Court directs the 3rd respondent to conduct the survey with assistance of the surveyor and thereafter, shall issue patta as per the manner known to law. The Court is also directing the Official respondents to adhere to the following Standard Operating Procedures:

a. The Official respondents shall issue notice to the petitioner immediately reaching the spot where survey is to be conducted. The petitioner shall affix the signature by receiving the notice of survey.

b. After survey again the petitioner shall affix signature indicating that the survey was conducted to their satisfaction.

c. If the petitioner is not satisfied, then also the petitioner shall affix signature indicating their dissatisfaction or with protest. The petitioner shall indicate that reason of their dissatisfaction or protest. The aforesaid procedure shall be strictly followed by the parties The said exercise shall be completed within a period of 12 weeks from the date of receipt of a copy of this order.
