Respondents Prayer: The Writ petition is filed under Article 226 of Constitution of India, to issue a Writ of Mandamus, directing the District Revenue Officer / Additional District Magistrate, Virudhunagar, the 2nd respondent herein to consider the application of the petitioner dated 10.04.2014 in accordance with Rule 101 of Explosive Rules by assessing the need of the area with reference to the location of the proposed factory premises and grant the prior approval and permission to commence the construction as per the drawings.
