ORDER
The learned Counsel for the Petitioner submits that the Petitioner had filed this petition seeking direction against the Respondents to grant permission and protection for conducting Adal Padal program on 27.03.2024 at 6.00 pm to 11.00 pm in connection with Thiruvizha at Arulmigu Sri Kaliamman Thirukovil at Kuppinayakkanpatti, Bodinyakkanur, Theni District. 2.It is the contention of the learned Government Advocate (Crl.side) that the Petitioner's request to conduct the cultural programme was rejected, in the light of the ensuing board exams for the 10th and 12th students through out the State. Regarding the modal code of conduct and regarding the circular of the Director General of Police, Head of State Police Force, Tamil Nadu, Chennai-4, issued in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, conditions had been stipulated.

3.In the light of the order passed by the second Respondent and the submission of the learned Counsel for the Petitioner and the learned Government Advocate (Crl.side) that permission was already granted insisting conditions to ensure the peace of mind for the students appearing for the board exams, the condition for the cultural events alone was rejected. Therefore, the Petitioner is directed to give fresh representation to the Respondents today itself. On receipt of such representation, the Respondents are directed to consider and dispose of the same favorably in the light of the circular of the Director General of Police, Head of State Police Force, Tamil Nadu, Chennai-4, issued in Rc. 007301/Genl.I(1)/2019, dated 09.04.2019 and an undertaking to be given by each of the members of the Organizing committee.
Also, they shall ensure the peace in the village by deploying the youth from the village to maintain the peace for the cultural events. If there is any violation of conditions during the cultural events, the Respondents are within their powers to stop the events immediately. For police protection, the Organizers of the cultural events or the festival committee shall pay necessary charges as per the circular of the Director General of Police, Head of State Police Force, Chennai-4, issued in Rc.No.193784/PAC-2/2017, dated 19.03.2019.
