2.The third respondent is directed to enquire into the petitioner's complaint and take appropriate action on merits and in accordance with law. The person against whom acquisition has been made shall be put on notice before passing final order. This exercise shall be completed within a period of twelve weeks from the date of receipt of a copy of this order.

3.This writ petition is disposed of accordingly. There shall be no order as to costs.
